International developments in plain packaging 

Ireland – Plain packaging legislation was enacted on 10 March 2015. Ireland is now awaiting enactment of regulations, which will include a commencement date.

United Kingdom – Plain packaging regulations were approved on 16 March 2015, and came into force on 20 May 2016.

The new legislation applies to England, Wales, Northern Island and Scotland. 

New Zealand – A Bill was introduced on 17 December 2013, with the first reading on 11 February 2014. The Bill was approved by the New Zealand Health Committee on 5 August 2014. The Bill continues in parliament and has been renumbered as Bill 186-2 following the national election on 20 September 2014.

France - Plain packaging legislation was adopted on 17 December 2015, and is due to come into force on 20 May 2016.

Norway - Government plain packaging consultation began 17 March 2015, and ended on 9 June 2015. On 5 May 2015, Norway provided notification for draft amendments for plain packaging.

Hungary - On 25 June 2015, the Minister Overseeing the Office of the Prime Minister stated Hungary was planning to implement plain packaging. On 21 September 2015, Hungary provided notification of a draft Decree that included plain packaging.

Slovenia – On 16 March 2016, Slovenia provided notification for draft plain packaging legislation.

Singapore – On 29 December 2015, Singapore launched a public consultation on plain packaging, which ended on 29 March 2016.

Canada – The new Government elected on 19 October 2015 committed to implementing plain packaging in its electoral platform. On 13 November 2015, the Prime Minister’s mandate letter to the Minister of Health included plain packaging as a top priority.

European Union – The new Tobacco Products Directive was adopted on 3 April 2014. It explicitly states that 28 EU countries have the option of implementing plain packaging laws.
